Where to put signs?

Have a client wants signs pointing to her drive thru window. Problem is, her business is a residential "house", and gaining access to her drive thru is through an alley, then its a sort of rear driveway. I have the sign out front, on her house/business.. but she wants signs on the streets, where the alley access points are, then one sign actually at her place so people know just where to go. AS it stands, only people with inside info know about it.
Here's a pic. Where the red arrows are is where I'm asking about. The yellow star is her business, and the blue lines are the drives.
Which spectrum of Govt. bodies do I have to contact to permit such sign activity?

She should talk with neighbors first to be sure there will be no objections, if they don't like it they will be the first to complain to officials whom will then make problems for her, if the neighbors are all cool then call the city zoning department and ask whom is in charge of signage you may be making several calls to find a ordnance enforcement person, talk to them about what you want to do. In most cases the person in a office answering the phone won't know the ordnances, it all comes down to a person on the street inturpiting the law that will allow the signs or not and if some one is complaining about the sign and the letter of the law says no then it's no but if no one is complaining and it's gray with no real clear law then you have a chance if you are working with the person that is doing the enforcement for that area. In general in big city's signage in residential areas is very restrictive.

Well I did not read the post completely looks like not a residential area it really still all applies except place g signs off premiss in a biz area is even worse and no way can you put it in row you will need permission from property owner to put sign on there property

I didn't state clearly which of these were business or not.. The 3 houses on the East side along with 2 on either side of the bottom arrow are "houses" (residential).
The rest are either business bldgs or re-purposed houses turned into businesses.
Now I got that outta the way.. I thought about asking the top business (Upper right) if I could place a sign on their wall.. But to ask about the south sign.. between to residential homes might be iffy. She may just get one on the North.
The top business in question is a sort of fitness center.. and maybe work out a deal to make them a NEW sign for the side of THEIR building, as long as I could "tack on" a sign for my client..
I dunno.. I ask for suggestions in marketing strategy too!

My 2 cents...
First, determine what the city/county zoning allows....
size, placement, materials, etc.
Second, the wheeling and dealing and obtaining neighbors
permission should be between your customer (not you) and
his/her neighbors...be they businesses or homes. You only need
confirmation (preferalby in writing) of the agreements before signs
are made & installed.
I don't feel it is your responsibility to deal with the neighbors.
If something comes up do you want them coming to you to complain?

I agree with Sue2, the customer should negotiate sign placement herself since what is approved today may not be the case when traffic starts flowing. You don't want her bugging you later to hunt down a new sign location or wanting a free sign because a property owner decided against it and trashed her sign.
When people ask me for the same I tell them that I charge $150/hour to find/negotiate sign placement for them and an extra $100/hour if it's approval with a city, regardless as to the results.
